Price Escalation Calculator for Contractor Bills: index-based, 10CC-style

Steel rose ₹5,000–8,000 a tonne in early 2026 and mills raised prices again in August and September, so price-variation claims are back on the table. Enter your contract's component shares and index values to work out the escalation on a bill.

Default shares and indices are illustrative. Use the shares, fixed portion, index series and base date written in your own contract's price variation clause.

How index-based price escalation works

Index-based price escalation splits the value of work done into components (labour, steel, cement, fuel, other materials) plus a fixed portion that never escalates. Each component's share is adjusted by how much its price index moved between the base date and the period of work. The total of those adjustments is added to, or deducted from, the bill.

For each component:
Escalation = W × (share ÷ 100) × (Icurrent − Ibase) ÷ Ibase

Total escalation = sum of all components
(the fixed portion gets none)

W is the value of work done in the period, excluding anything your clause excludes, such as client-supplied material or extra items. This is the structure used in CPWD-style 10CC clauses, but the exact shares, indices and conditions differ by contract. Always calculate from your own clause.

Worked example on an RA bill

ComponentShareIndex: base → currentWorkingEscalation
Steel20%100 → 112₹50,00,000 × 20% × 12%+₹1,20,000
Cement15%100 → 108₹50,00,000 × 15% × 8%+₹60,000
Labour25%100 → 105₹50,00,000 × 25% × 5%+₹62,500
POL (diesel)5%100 → 96₹50,00,000 × 5% × −4%−₹10,000

Steel and cement in 2026: why claims are back

The Ministry of Steel told the Lok Sabha that steel prices had risen by ₹5,000–8,000 per tonne since the start of 2026 (Lok Sabha reply). Mills raised prices again for September (Mysteel), and cement jumped regionally, for example from about ₹300 to ₹360 a bag in Kerala in September (Kerala Kaumudi). On a long contract without a price variation clause, these rises come straight out of your margin.

Escalation vs GST change vs change in law

Price escalation covers market price movements through indices. A change in GST rate, or a new levy such as a revised cess, is usually handled under a separate tax-variation or change-in-law clause, not the escalation formula. Claim each under the right clause. See GST for construction contractors.

Keep the numbers that support your claim

An escalation claim is only as strong as the work-done value behind it. In True Site Sync, measurements against the BOQ feed each RA bill, so the value of work done in each period is on record and ready for the escalation statement. See RA bill software and BOQ vs actual cost.

Frequently asked questions

What is the price escalation formula in construction?

For each component, escalation = value of work done × component share × (current index − base index) ÷ base index. Add the components together; the fixed portion gets no escalation.

What is the 10CC clause?

Clause 10CC is the price variation clause in CPWD-style contracts. It uses this index-based structure, but the component shares, indices and conditions are set in each contract, so calculate from your own clause.

Which index is used for steel and cement?

Usually a wholesale price index series named in the contract. Check your clause for the exact series and base date.

Can escalation be negative?

Yes. If an index falls, that component reduces the claim, and the client can usually recover the amount.

Is escalation paid on short contracts?

Many clauses apply only to contracts longer than a stated period. Check the minimum duration in your contract.

Is a GST rate change claimed as escalation?

Usually not. Tax changes are normally handled under a separate tax-variation or change-in-law clause.

Escalation kaise nikale?

Har component ke liye: kaam ki keemat × share % × (naya index − purana index) ÷ purana index. Sabko jodkar kul escalation milta hai. Fixed hissa escalation me nahi aata.
