Material Reconciliation Statement: cement and steel format, with calculator

A material reconciliation statement shows whether the cement and steel you received were used in the work you measured. Use the calculator for actual vs theoretical consumption, the allowed variation and any recovery, then copy the format for your RA bill.

Reconciliation calculator

Example: 20 + 430 − 30 = 420 bags actually used, against 400 bags theoretical. That's 20 bags (5%) over; 3% allows 12, so 8 bags are beyond the limit. At an illustrative ₹400 a bag, the recovery is ₹3,200. Use the tolerance and recovery rate in your own contract.

What is a material reconciliation statement?

A material reconciliation statement compares the material actually consumed (opening stock + received − closing stock) with the theoretical quantity needed for the work measured. The difference, after the permitted variation, is either explained, recovered from the contractor's bill, or flagged as a loss. It is usually prepared for cement and for steel diameter by diameter.

Cement (bags)2043030420400+20 (5%)±12 (3%)+88 × rate
Steel 12 mm (kg)from BBS±2%

Do steel diameter by diameter, not as one total. A saving in 8 mm can hide an excess in 16 mm. The theoretical steel comes from the bar bending schedule; theoretical cement comes from measured quantities and consumption coefficients (see the concrete calculator).

CPWD Clause 42 and Schedule F: permitted variation

In CPWD-pattern contracts, the clause for reconciling materials issued by the department is Clause 42, with the limits set in Schedule F. Tender copies give (NIT Meghalaya Schedule F):

Recovery rates for quantities beyond these limits are filled in for each tender in Schedule F. Where the contractor supplies cement and steel, some tenders enter "Nil / not permitted". Public sector tenders follow similar rules: one BHEL tender allows +2% wastage on theoretical cement and recovers the excess at a penal rate from the RA bill (BHEL NIT).

Clause numbering differs in newer CPWD conditions (Clause 42 there also deals with quantity variation). Always use the clause and Schedule F in your own contract.

Why statements don't match, and what to check

Material reconciliation in True Site Sync

Receipts (GRNs), issues, transfers and returns are recorded across sites and the store, so the stock ledger gives opening, received and closing quantities without a manual count sheet. The cement reconciliation report compares theoretical and actual cement by grade and flags variances above 5%, and the steel reconciliation report compares BBS weight with steel issued by diameter. See material management software.

Frequently asked questions

What is a material reconciliation statement in construction?

It compares material actually consumed (opening + received − closing) with the theoretical quantity for the work measured, and shows the variation, the permitted limit and any recovery.

How do you calculate actual consumption?

Opening stock + material received − closing stock (physically counted). Material transferred out to other sites must be deducted too.

What is the permissible variation for cement and steel in CPWD contracts?

Tender copies of CPWD Schedule F typically allow cement ±3% (±2% for larger works) and steel ±2% for each diameter, section and category. Check Schedule F in your contract.

How is recovery calculated for excess consumption?

The quantity beyond the permitted variation is multiplied by the recovery rate stated in the tender's Schedule F, and deducted from the contractor's bill.

Why reconcile steel diameter-wise?

A saving in one diameter can hide an excess in another. Contracts usually apply the ±2% limit to each diameter separately.

How often should material be reconciled?

At least with every RA bill, and monthly on larger sites. The longer the gap, the harder it is to find the cause of a variance.

Material reconciliation kaise banaye?

Opening stock + aaya hua maal − closing stock = actual khapat. Isko naape gaye kaam ki theoretical khapat se milaiye; contract me di gayi chhoot (jaise cement ±3%, steel ±2%) se zyada farak par recovery hoti hai.
